The attack, which killed 26 people, mostly holidayers from other states, is the deadliest in the Valley since the Pulwama strike in 2019. Modi, who was on a two-day state visit to Saudi Arabia, cut short his visit and returned to New Delhi on Tuesday night after the attack.
